If small countries of the world has world cl cities, why each state of India doesn't have even one?

In our centre-controlled ( more specifically Nehru-controlled) country, people only talk of development and prosperity of British made cities like Mumbai, Chennai, New Delhi, Kolkata, etc.). What is the procedure so that each state should have world cl cities?
